NEW YORK (AP) ? The U.S. and Europe want to deprive Iran of the oil income it needs to run its government and, most importantly, fund what they believe is an effort to build a nuclear weapon. Their efforts are entering a new phase this week.

The U.S. as of Thursday will penalize banks that do oil deals with Iran, while European nations will embargo imports of Iranian oil starting Sunday.

These measures were announced in December and January, but lawmakers gave countries and the oil markets until this week to adjust.

Iran initially responded by threatening to block key oil routes. Oil soared over $100 per barrel as traders imagined an oil market straining to meet growing demand from China while only getting a trickle of oil from the world's third largest exporter.

Those fears have evaporated.

Iran hasn't capitulated on its nuclear ambitions but it has taken part in negotiations. World economic growth has slowed, reducing demand for oil to make fuels for transportation. Saudi Arabia and other nations boosted crude production in anticipation of lost Iranian supplies, contributing to a 25 percent plunge in oil prices since May 1. And oil buyers have had months to secure oil from other sources.

"Customers have gotten themselves in a good position to handle it," said ExxonMobil CEO Rex Tillerson Wednesday.

Still, there is the possibility of at least temporary supply disruptions when the European embargo takes effect July 1. "What happens day of is hard to predict," Tillerson said.

But Michael Lynch, President of Strategic Energy and Economic Research, thinks it will be a "non-event." Countries that plan to honor the embargo "have already done so," he says.

Indeed, U.S. officials say Iran's oil exports and revenue are already down sharply. Iran generated $100 billion in revenue from oil last year, up from $20 billion a decade ago, according to IHS CERA, an energy consulting firm.

Iran has warned that the embargo could boost the price of oil. But the market is so flush with oil at the moment that even the loss of more Iranian crude may not lead to short supplies and higher prices. In fact, if Iran figures out a way to get around the sanctions and get more of its oil to market ? a real possibility ? oil prices could fall further.

Here are key questions and answers about the West's new sanctions and what they could mean for energy markets:

Q: What are the sanctions and when do they go into effect?

A: The U.S., which does not purchase Iranian oil, announced sanctions in December that would prohibit the world's banks from completing oil transactions with Iranian banks. That would make it more difficult for Iran to sell its crude on the open market. The oil in a single tanker can be worth $100 million. The U.S. sanctions took effect Thursday.

Europe announced in January it would prohibit imports of Iranian crude by July 1. It had been satisfying about 3 percent of its demand with oil from Iran. Europe also is prohibiting firms from insuring shipments of Iranian oil.

Q: What has been Iran's role in the world oil market?

A: In recent years, Iran has exported 2.5 million barrels of oil per day, about 3 percent of world supplies. About 500,000 barrels have gone to Europe and most of the rest to China, India, Japan and South Korea.

Iranian fields produce a type of oil known as heavy, sour crude. This is a common type of crude that contains more sulfur than so-called light, sweet crude. Heavy crudes are harder and more expensive to refine into valuable fuels such as gasoline and therefore generally command a lower price.

Q: What have been the effects of the sanctions so far?

A: U.S. officials say Iran's oil exports have declined to less than 1.8 million barrels per day, a drop of 700,000 barrels per day. At today's oil prices, the reduction is costing Iran $63 million per day. Even importers who want to buy Iranian oil have found it difficult because they haven't been able to buy insurance for oil shipments. Iran has kept up its oil production even as sales have dropped, leading to soaring levels of oil in storage.

Q: Can countries buy Iranian oil and still avoid the sanctions?

A: Yes. The State Department has announced that China, India, Japan, Malaysia, Republic of Korea, Singapore, South Africa, Sri Lanka, Turkey and Taiwan have received waivers from the U.S. in exchange for "significantly reducing" oil imports. They will be able to continue to import some Iranian oil. Ten European countries have also received waivers, but they will not be allowed to import Iranian oil beginning July 1 anyway.

Also, countries could trade with Iran outside of the traditional banking system. Iran could accept hard assets such as gold for its oil, though that would be inefficient and risky.

Q: Will the sanctions work?

A: They have already significantly reduced Iran's oil sales. At the same time, the drop in global oil prices has reduced Iran's income from the oil it is still selling. This combination of lower sales and lower prices is stretching Iran's finances. Iran has re-engaged in nuclear talks with the West, but they have not been successful. In fact, Iran has insisted that the U.S. and Europe ease the sanctions before it will make any concessions with its nuclear program.

The Google Play device store has launched in the UK, with pre-order pages now up for both 8 and 16GB flavors of the new Nexus 7. And Google's being just as aggressive with its British pricing. The 8GB model's up for pre-order at just £159, with the 16GB version selling for £199. The £159 price point will make the Nexus 7 a stand-out device, as previously you'd be lucky to get a super low-end unbranded tablet for this kind of money. It's also less than half the UK price of the iPad, making it much closer to impulse purchase territory than anything with an Apple logo.

The UK Google Play Store says devices should start shipping in 2-3 weeks, which fits with the mid-July timeframe announceed on the U.S. Play Store.

Small Business Owners Expect Revenue to Improve | The Small ...

Small businesses are optimistic about their business revenue projections, according to a new survey, with 45 percent expecting revenue growth versus 17 percent expecting revenue declines.

The survey, by Employers Holdings, a provider of workers compensation insurance, found that 44 percent of small businesses believe the U.S. economy will improve in 2012, compared to 46 percent in 2011.

While 58 percent of small business decision-makers report business-related worries keep them up at night, the Employers Small Business Opinion Poll found the 2012 figure to be significantly improved compared to results from a similar survey a year ago. This year, 40 percent of the 500 small business owners who were polled responded that they don?t worry about their businesses, versus 30 percent who didn?t experience sleep-depriving worries in 2011.

The latest poll also reveals that today?s small business worries are more focused on issues related to growing their businesses (20 percent) rather than variables that are more out of their control like the economy.

The survey found that 23 percent of small business owners surveyed said they are currently at pre-recession revenue levels. Twenty-one percent said they are currently hiring versus just 15 percent a year ago, and 21 percent of the survey respondents said they plan to hire additional part-time or seasonal workers for the summer

The restaurant industry segment reported the strongest optimism and expectation for growth in the latest Employers Small Business Opinion Poll, with 61 percent expecting the U.S. economy to improve in 2012 and 61 percent saying they expect their businesses to grow over 2011 levels. The restaurant industry also leads the way in job creation plans among small businesses, with 39 percent saying they are currently hiring and 42 percent indicating they plan to hire additional workers for the summer season.

Other industries feeling more bullish about their ability to grow revenue in 2012 include the communication industry (53 percent), manufacturing (52 percent) and financial services (51 percent).

(AP) ? Gov. Jerry Brown and Democratic lawmakers have long warned of dire consequences if California voters reject a proposed tax hike on the November ballot. In adopting a $91.3 state billion budget, they made it clear it wasn't a hollow threat.

Lawmakers approved and the governor signed $6 billion in automatic cuts late Wednesday that will go into effect if the initiative fails. Distasteful provisions added in the final days of negotiations authorized shorter school years, less money for local police, and possible fee increases at the University of California and California State University systems.

"These trigger cuts are real," said Democratic Sen. Ted Lieu. "They will be catastrophic if the governor's initiative does not pass in November."

To make sure voters are paying attention, lawmakers also passed a separate measure that will likely give Brown's initiative top billing on the crowded fall ballot. Wealthy Los Angeles civil rights attorney Molly Munger and her rival tax initiative campaign sued the secretary of state Thursday, seeking to block what they called an abuse of power that would give the governor's proposal an unfair advantage.

The governor and lawmakers said the bulk of cuts will have to fall on public schools and universities because education accounts for more than half of state spending. The reduction could further harm the troubled education system that's responsible for more than 6 million students in nearly 10,000 schools.

Under the plan, school districts could reduce the public school year from 175 days to 160 for two years, tying Colorado for the shortest school year in the nation. California previously reduced the minimum from 180 days ? the national average ? in response to financial strains.

Brown said his tax proposal is fair and temporary.

"Our state budget problem was built up over a decade, and it won't be fixed overnight," " he said in a statement announcing he had signed the budget. "These temporary increases will ensure funding for our schools until the economy improves."

Brown, a Democrat, estimated the tax initiative will raise $8.5 billion in the new fiscal year starting July 1 by increasing the sales tax by a quarter cent to 7.5 percent for four years, and boosting the income tax on individuals who make more than $250,000 a year for seven years.

A recent Field Poll found California voters divided on Brown's initiative, with 52 percent in favor and 35 percent opposed.

Republicans blasted the way Democrats crafted the budget.

"It's a disgrace that Democrats are playing politics with the budget to sweeten the appeal for ill-fated taxes at the ballot box," Assembly Republican Leader Connie Conway of Tulare said after Democrats passed the budget package on a majority vote.

Republican state Sen. Anthony Canella said it's curious that K-12 education stands to be cut about $5.4 billion when state revenue is up compared to last year. He questioned whether labor rules will force school districts to keep paying teachers' salaries even if students log less days.

"Maybe you'll let the kids out of school but the teachers will still be employed and in addition to that, they'll get their full retirement for the year," Canella said.

In approving the budget with a majority vote, Democrats decided to give public universities additional funding if tuition is not raised next year and voters approve Brown's tax initiative. UC administrators supported the plan and said they would back off a proposal to increase tuition 6 percent this fall.

"We do think that it's a positive step toward bringing stability to funding for the University of California," said UC spokeswoman Dianne Klein. But "it's going to take some extraordinary measures to balance our budget without a fee increase."

If voters reject the tax measure, the UC and CSU systems each face a $250 million cut, which would resurrect the possibility of a midyear tuition hike.

CSU's board of trustees has already approved raising tuition at the 23-campus system by 9 percent this fall, or $498, bringing the annual bill to $5,970 for in-state students. It remained unclear Thursday whether the university would rescind that increase.

Also included on the list of automatic cuts is a $20 million cut in grants to city police departments. In addition, the state Justice Department's law enforcement program would lose $1 million.

The Brown administration has defended state spending, saying general fund expenditures are down 11.3 percent since the peak of $103 billion in 2007-08. As a share of the state economy, general fund spending is at its lowest level since 1973, the budget states.

But add in bond spending, other sources of revenue and federal funding, and the state's total spending is the highest it has ever been. For the new budget, total state spending is at $225 billion.

Republicans noted that's an increase of 7 percent from last year.

Part of that growth is due to the federal stimulus act. The federal government handed states more money for education, infrastructure and other needs in an effort to counteract the recession, however the funding is expected to wind down.

They chose a pea green color to paint the walls with, allowing sunlight to reflect off of the color and radiant a warm tone. The green is paired with neutral earth tones in the tiling, which softens and balances out the highlight of the color.

The construction process was quite elaborate, as we were starting fresh, in an entirely gutted space. We constructed the tub, which sits in the corner on the room, with a view out of the window. Then, we installed a glass encased shower at the opposite corner, fixed with multiple shower heads recessed into the ceiling and walls for extra luxury. The shower features a red shower bench that is bolted into the wall and folds up to free space inside the shower.

Since we took out the existing door, this allowed for more space for a comfortable, freeing place to shower or bathe in. The vanity compliments the wall color and the chrome applianes add to the overall look. Recessed lights above the shower and tub can create a warmer and more seductive look. Needless to say, the client was extremely pleased!

(AP) ? Fun for Wayne Coyne of The Flaming Lips means collaboration, and a recent dust-up with Erykah Badu after they worked together isn't slowing him down.

Coyne and the Lips will launch an attempt at the Guiness World Records mark for most live shows in 24 hours, playing eight concerts between Memphis, Tenn., and New Orleans on Wednesday and Thursday. Trailed by fans along the way, they'll meet up with acts like Jackson Browne, Grace Potter & The Nocturnals, Gary Clarke Jr. and Hunter Hayes as part of the activities surrounding MTV's O Music Awards.

The Oklahoma rockers have been finalizing details and juggling schedules and logistics as they chase Jay-Z's record of seven shows in a day.

"If you had to really consider all this in the beginning, you just simply wouldn't want to do it," Coyne said in a phone interview last week. "Luckily, it occurs to you when you get closer and closer. I think it's a little bit like having a baby. At the beginning of it is a lot of fun, but by the time it's here, really it's too late to turn back."

That analogy isn't too far off the mark when it comes to describing the row between Badu and Coyne, either. Things seemed to be going great until the Lips released the video for "The First Time I Ever Saw Your Face, their "Heady Fwends" record store day collaboration, earlier this month. The Lips eventually retracted the video after Badu accused the group of releasing it without her approval.

In the video Badu sits apparently naked in a tub, then later her sister Nayrok mucks about in a milky white substance and glitter. The disagreement spilled over on Twitter where Badu invited Coyne to kiss her "glittery" posterior and Coyne responded with a picture of himself with lips covered in glitter.

Coyne stopped short of saying Badu's reaction was contrived, but said she and her management certainly knew what was going down as they spent two days filming. He says her opinion changed when "easily riled" members of her audience objected.

"This is not her fault. It's just the nature of the way Twitter works," Coyne said. "Her fans can just sometimes lash out and be as mean as they want to be, which I think is interesting. That's the thing about Twitter ? there's no referee, you know."

Coyne doesn't believe anything else will come of the episode.

"Luckily I'm doing so many things I don't have too much time to worry about it," Coyne said. "And a lot of people I run into now loved, loved that video and I think it's true to what Erykah and I, in the beginning at least, thought we were going to show the world."

The Lips will be joined on their record run by a number of musicians and celebrities, some performing along the way, some making appearances. The entire extravaganza will be streamed live online and MTV's family of networks will offer live look-ins.

Recent additions to the lineup include Browne, who will ride the bus from Jackson, Miss., to Hattiesburg, Miss., where he will perform with the band, "Jackass" star Chris Pontius, Karmin and Neon Trees.

"It's a logistics nightmare," Coyne said.

Understanding how a species battles to sustain itself in a challenging habitat is a cornerstone of ecological research; now scientists have applied this approach to science itself to discover why women are being driven out of academia. Their results, published in Oikos, reveals how a gender imbalance in science and academia is maintained by institutional barriers.

"In ecology a species can only establish itself and develop if the population exceeds a certain threshold," said Dr Katherine O'Brien from the University of Queensland, Australia. "It's similar for researchers and academics who need to reach a certain point before they can attract more funding, more students to teach and high quality collaborators which can increase their research productivity. Yet there are barriers which prevent women from reaching this point."

One of these barriers is the tendency of female academics towards part-time work in order to balance family and work commitments. Working part-time is rare in academia while university managers find it difficult to assess the research performance of part-time staff using traditional methods.

The performance of academics and researchers is increasingly assessed using set metrics such as the number of papers produced in a year or the number of citations the research generates.

While these metrics can promote research output within an organisation, they can also undermine diversity, which in ecological terms is fatal to a species as it underpins resilience.

"To use the ecology analogy, research productivity is similar to the birth rate of a new species. Both need to exceed a critical rate if the population is going to grow and survive, or the academic is to become established in their field," said O'Brien. "However, research metrics are strongly biased towards full-time continuous employment and penalise academics who take time off before they become established."

The ecological model also suggests that if women have children before becoming established they will struggle to remain competitive with their full-time peers. This explains drift of women from research into teaching, where performance is assessed on current rather than accumulated historical performance.

To address the gender imbalance the authors suggest that women who go part-time should be strategic and concentrate on either research of teaching. In turn university managers should be cautious in judging success using metrics, and implement schemes to ensure that part-time work and career breaks are not "one-way tickets" out of research.

"The ecological approach demonstrates that any system which operates on a narrow criteria, be it a forest or a faculty, undermines itself by reducing both diversity and the pool of talent from which our researchers are drawn," concluded O'Brien. "In a working environment dominated by those working full-time women need to be brave and be prepared to be the odd ones out."

No matter how hilarious and realistic the furry and foul-mouthed star of "Ted" might appear in the trailers and clips, the human stars of the film did not get an animated bear to physically act with: Instead, they had to rely on their own imaginations and "act with nothing" for much of filming.

When MTV News caught up with Mark Wahlberg and Mila Kunis recently during the film's press day, we asked them what acting skills they discovered or honed while making Seth MacFarlane's live-action debut.

"I've really found myself in a really comfortable position," Wahlberg shared. "I've always said that years ago I wouldn't have been able to do something like this: I was a little too self-conscious. And now, being a married father of four, I don't give a sh-- about what anyone thinks. So I'm just ready to get crazy, look stupid, come off as being ridiculous, and that's what acting is.

"I really admire — and I've seen it in some really young actors — coming from a musical background, coming from the street, always worrying about being cool, wanting to be perceived as hip, you don't want to do too many things that may make you look a little skeptical," he continued. "I remember when we were doing 'Four Brothers' and telling Tyrese and André Benjamin to look at Garrett Hedlund, and no matter how ridiculous he looked, he would still be willing to try anything, and I admired it."

Wahlberg went on to say that his total comfort in his own skin has come via different stages in his career and being able to take risks and that "Ted" — coming to theaters Friday — is a perfect fit for his mindset right now: "This is full-blown, ass in the air, not caring about anything," he said with a smile.

Wahlberg's love interest in the film is played by Mila Kunis, who was the first to admit that in terms of the difficulty of acting to nothing, she had the easy job.

"I didn't have it as hard as Mark did. Mark had it pretty rough because he had a lot of physical activities with the bear," she explained. "I just had to talk to an imaginary friend. You know sometimes when you're driving and you have conversations in your head? This was kind of like that except [done] outward.

"And I had MacFarlane in my ear through an earwig, so I didn't feel like I was talking to space necessarily. He was off to the side hooked up to a machine acting the bear out, and I was getting the feed into my ear."

ARLINGTON, Texas (AP) - Matt Harrison wanted to stay in the game, pleading his case in the dugout that he felt OK.

The Texas Rangers weren't taking any chances with the left-hander who keeps winning for them and is in line for a spot on the AL All-Star team that will be led by his own manager.

Harrison worked five scoreless innings and matched the American League lead with his 10th victory in the Rangers' 4-2 victory over the Colorado Rockies on Sunday night. His outing was cut short only because of tightness in his lower back that caused soreness in his left hip.

"It was no big deal," Rangers manager Ron Washington said. "He will make his next start. There's no assumption."

When Harrison (10-3) got to the dugout after the fifth, he huddled with Washington, pitching coach Mike Maddux and a trainer. He said there was no pain, though he first felt the tightness warming up for the third.

"I ended up telling them what was going on and they decided to be cautious with it," Harrison said. "Go ahead and shut it down and make sure I'm ready for my next start and not go out there and blow out anything."

Harrison has one more scheduled start before the full All-Star rosters, including the manager's picks, will be announced next Sunday.

"The All-Star game will take care of itself," said Washington, who then repeated the same sentiment of Harrison that the lefty is only focused on his starts for Texas.

Leonys Martin had his first three RBIs in the majors on a pair of two-out hits. The Cuban defector, who signed with the Rangers last year, had an RBI double in the second and a two-run triple an inning later.

Robbie Ross, Tanner Scheppers and Mike Adams each pitched a scoreless inning for the Rangers. Joe Nathan, the closer pitching in a non-save situation, gave up his first runs in 17 appearances since May 13 in a strange inning.

Colorado loaded the bases with no outs in the ninth before an RBI single by Marco Scutaro. Carlos Gonzalez hit a sacrifice fly, a deep fly that left fielder Josh Hamilton caught in the gap on the warning track.

But Scutaro then got caught in a rundown after a pitch ricocheted away from catcher Mike Napoli. Though Scutaro slid into second base under the tag and was ruled safe, he popped off the base and was tagged out by shortstop Elvis Andrus for the second out. Jason Giambi then ended the game by striking out.

"I saw the umpire signal safe, and he popped up and went back toward first," Rockies manager Jim Tracy said. "I don't know why he did that."

Texas finished a major league-best 14-4 in interleague play, winning all six of its series against National League teams.

Alex White (2-6) lost his third straight decision for the Rockies, who were 2-13 against the American League. The righty allowed four runs and six hits on 78 pitches over 2 2-3 innings.

Colorado, which ended its longest road trip of the season 3-6, had runners on in each of its five innings against Harrison. The Rockies also had someone reach against each reliever.

Wilin Rosario had an inning-ending grounder after the Rockies had two singles in the first, then they left the bases loaded in the second when Scutaro grounded out. Harrison benefited from three double plays and faced the minimum nine batters over his last three innings.

Harrison gave up five singles and threw 49 of his 74 pitches for strikes. He struck out three, walked two and hit a batter.

"I didn't really have my best stuff working today, but I just kept telling myself with guys on base, you're one quality pitch away from getting out of it," Harrison said. "I'm not very happy about being the five-and-dive guy today, but with that situation I had to come out."

Harrison was examined by team physician Dr. Keith Meister and will be evaluated further over the next couple of days.

Martin made his third start and played his fourth game this season since getting recalled from Triple-A Round Rock on June 15 when Rangers slugger Josh Hamilton was hospitalized with an intestinal virus.

Martin signed a $15.5 million, five-year contract in May 2011, and played in eight games for the Rangers over the final month of the regular season. He was hitting .344 in 31 games at Round Rock before getting called up this month.

Nelson Cruz had a leadoff walk in the second before No. 9 batter Martin doubled off the right-center field wall. Martin scored on a double by Elvis Andrus, who finished with three hits and walked once.

"I studied the pitcher a lot. The two pitches he left in on me, and I was able to hit it," Martin said. "The longer I play here, the more I feel comfortable. ... What I did today was concentrate."

The Rockies have gone 17 games since a starting pitcher won a game for them. They are halfway through the first time through the rotation since Tracy's decision a week ago to go to a four-man rotation.

Jeremy Guthrie, the starter whose unexpected struggles led to Tracy trying four starters, pitched 3 1-3 scoreless innings in relief of White.

NOTES: The Rangers surpassed 1.5 million in attendance with their franchise-record 22nd sellout of the season. ... Texas LHP Derek Holland threw a 48-pitch bullpen session, and the team said he could progress to a rehab assignment soon. He has been out nearly three weeks because of shoulder fatigue.

STATEMENT SUBMITTED TO THE JAPANESE CONSULATE IN SAN FRANCISCO

Dear San Francisco Japanese Consulate General,

The disaster at the Fukushima nuclear plant in Japan continues despite the efforts to keep the real threats secret from the people of Japan and the world. Children and the residents continue to be contaminated and the plant # 4 could still collapse in another major earthquake with thousands of used nuclear rods giving off even greater contamination.
The closure of all the 54 nuclear plants in Japan was a result of anger by the Japanese people and the growing knowledge that they cannot afford another Fukushima disaster. Despite these horrific dangers that threaten the very existence of Japan, Prime Minister Noda and both major political parties are pushing for the restarting of two nuclear reactors in the Japanese town of Ohi.
This is not only an issue for the Japanese people and environment. The Pacifica ocean has now become polluted with cesium and other nuclear materials which are still pouring into the Pacific ocean from the rivers of Fukushima. Tuna caught off the coast of California have been found to contain radiation.
The Japanese government and the Tokyo Electric Power Company (TEPCO) have also been completely silent about their responsibility for the contamination of the entire Asia Pacific region.
At the same time, the government of Japan has refused to even evacuate the children of Fukushima despite the continued radioactive contamination and a likely cancer epidemic. We must speak out to stop the restarting of these plants and demand that the Japanese government evacuate the children and people of Fukushima who want out of this contaminated area. Also workers at the plant continue to be contaminated and
While we are taking this action at the Japanese Consulate in San Francisco on June 22, the US government and the Obama administration continue to tell the people of California and the United States that the two nuclear plants in California at San Onofre and Diablo Canyon are safe and that the taxpayers should continue to subsidize the nuclear industry.
We reject these policies and views and the lesson of Fukushima is that there is NO Safe Nuclear Power whether in Japan or the 104 nuclear plants in the United States.
We demand that the Japanese government not re-open the Ohi plant and any other nuclear plant in Japan.
This is a continued threat to the health and safety of the world.
