Cooling, not population loss, led to fewer fires after 1500 in New World

ScienceDaily (July 29, 2012) ? In the years after Columbus' voyage, burning of New World forests and fields diminished significantly -- a phenomenon some have attributed to decimation of native populations by European diseases. But a new University of Utah-led study suggests global cooling resulted in fewer fires because both preceded Columbus in many regions worldwide.

"The drop in fire [after about A.D. 1500] has been linked previously to the population collapse. We're saying no, there is enough independent evidence that the drop in fire was caused by cooling climate," says the study's principal author, Mitchell Power, an assistant professor of geography at the University of Utah.

"The implication is that climate is a large-scale driver of fire. That's a key finding. Climate is driving fire on global and continental scales," says Power, who also is curator of the Garrett Herbarium at the Natural History Museum of Utah, which is part of the University of Utah.

The new study analyzed worldwide charcoal samples spanning 2,000 years. It will be published online during August in the journal The Holocene, which is the name of the geological epoch covering roughly the last 11,500 years of Earth's history. It was funded by the National Science Foundation and the Natural History Museum of Utah.

The study deals with the Little Ice Age, a period when Earth's climate cooled, causing New York Harbor to freeze over in 1780, among other effects. Estimates of when the Little Ice Age started range from the 1200s to the 1500s. It ended in the early 1800s. Possible causes include some combination of increased dust from volcanic eruptions, decreased solar activity, and changes in circulation of the ocean and atmosphere.

"The decrease in fire on a very large scale -- globally and in the Americas -- was controlled by this cooling climate, which began prior to the population collapse, and climate alone is sufficient to explain large scale changes in burning," says Power.

"In a cooler atmosphere, you tend to get reduced convection, so you get reduced thunderstorms and ignition from lightning," he says. "Cooler climate also tends to maintain high levels of fuel moisture and soil moisture."

Today, warming climate and drought have been tied to increasing fires in the U.S. West and elsewhere. "In a world where climate is rapidly changing we need to pay more attention to this relationship between climate and fire," Power says

Power conducted the study with 19 other scientists, including paleoecologist Frank Mayle at the University of Edinburgh, U.K., and climatologist Patrick Bartlein at the University of Oregon. Other coauthors -- who provided charcoal data or samples -- are from University of Wisconsin, Madison and Oshkosh; Northern Arizona University; University of Gottingen, Germany; Canadian Forest Service; University of Montpellier, France; University of Bern, Switzerland; University of Calgary, Canada; University of Tennessee; Virginia Tech; University of North Carolina; University of Chile; Laval University, Quebec; Fordham College, New York; and Central Washington University.

Cooling Climate or Population Collapse?

After Columbus reached the New World in 1492, explorers brought European diseases such as smallpox that "decimated populations in the Americas -- 10 million to 100 million dead, with most estimates in the 60 million range," Power says.

"All these people died abruptly -- Mayans, Incas, Aztecs and down in Patagonia -- they were all affected," he adds. "Agriculture was sharply reduced. Landscapes that had been cleared for agriculture started a process of plants growing back and infilling those abandoned fields. In terms of greenhouse gases, when you change from maintained cropland to woodlands, plants take up more carbon dioxide and there is less in the atmosphere. This has been pointed to as one mechanism for causing the Little Ice Age."

Power agrees population collapse may have led to reduced biomass burning in some local regions of the Americas. But the new study indicates the reduction in fire was actually global and began before Columbus in most areas, suggesting the Little Ice Age triggered most of the reduction in burning -- not the other way around, Power says.

"If you look at independent climate records, cooling from the Little Ice Age was happening about 200 years before the population collapse," or about A.D. 1300, he says.

Power notes there is room for debate because the Little Ice Age varied in time and space, and didn't affect all parts of the world equally, although most places cooled.

A Record of Fire Left in Charcoal

The study used existing records and-or new samples of charcoal -- burnt wood or other biomass -- found in sediment cores from lake bottoms and bogs from some 600 sites around the world, about half in the Americas, and dated within the past 2,000 years.

"Whatever was burning, we see a record of that fire in lake sediments, from either aerial transport or erosion" of burned material, Power says.

Power manages the Global Charcoal Database that compiles data from all the existing studies that date charcoal samples and describe where they came from. The new study included 498 existing charcoal records and 93 new samples.

"We have gone back in and calculated the ages of all these charcoal samples," except for some dated independently in other recent studies, and then used recent radiocarbon dating calibrations to make sure all data are consistent, Power says.

"Greater than 80 percent of biomass burning records show a decline post-1500 in the Americas, he says. The other 20 percent may be from areas that were still fire-prone despite cooling or that simply had burning declines for which there are inadequate charcoal samples, he adds.

The study compared the charcoal records with previously published ancient climate records and population reconstructions. It found:

  • Clumping all the charcoal data in two groups -- from the Americas or the Eastern Hemisphere -- shows that in the Americas, biomass burning declined between 1500 and 1650 and stayed at a minimum until 1700, the same time as the peak of the Little Ice Age. That period was the lowest level of burning in the past 6,000 years.
  • In the Eastern Hemisphere, there was a prominent decline in burning that began about 1400 -- well before the population collapse in the Americas. Power says cooling also started about a century earlier in the Eastern Hemisphere than in the Americas -- more evidence cooling caused reduced burning. There was no parallel population collapse large enough to explain the reduction in burning, although a small downward blip in burning is noted in Europe around the time of the bubonic plague or Black Death.
  • In tropical Middle America -- the Caribbean Basin, Mexico and Central America -- climate cooling starting around 1350, when burning also begins to decline. Population collapse didn't begin until around 1500.
  • In tropical South America, climate changed around 1350 to 1400. There is debate whether it warmed or cooled. The population collapsed after 1500. Power says neither climate nor population strongly influenced post-Columbian biomass burning in that region, which declined only subtly and not until 1700. It also is possible the population that collapsed didn't use fire very much in agriculture -- something a recent study coauthored by Power found in French Guiana.
  • In southern South America, ice-core and tree-ring growth studies show cooling began about 1450, well before an abrupt decline in burning in 1550. That would seem to support the theory that population collapse reduced burning -- except that the region had little population, certainly not enough for any decline to trigger a reduction in burning.
  • Ice cores from Greenland show cooling started about 1450, and fire started to decline about 1500, according to charcoal for boreal Canada and the western United States. Cooling and reduced burning stopped about 1800. Despite the 50-year lag, Power says that is more evidence tying climate cooling to reduced biomass burning, particularly since the region had relatively few people at the time.

Romney wants the Jewish vote. That's certainly a component of his Israel and Iran policies. That vote is concentrated in some areas, like Florida. He also wants the hard right vote. He also wants the conservative Christian vote. He wants to "outbid" Obama on Israel and Iran. He wants to "buy" the pro-Israel and anti-Iran vote. This is a part of his policies. Another part is that they are his convictions, and they are consistent with his broader views of America's power and place in the world.

Romney's statements about Israel and America continue to escalate. When a politician tells me I have a "solemn duty and a moral imperative", about anything, anything at all, I gag. And when they tell me I must take up arms, I gag, and especially so when the frictions and troubles and antagonisms and conflicts are not of my doing but, in many respects and instances, of the doings of others and of other politicians and "statesmen" of the past and present. And especially when they demand and take my wealth (and would take my very life) in order to kill (or make me kill) and to do abominable deeds that my conscience and moral compass reject. I am not God. They are not God. When a politician says "follow me", I do not follow. That's my solemn duty and moral imperative.

If these speechmakers want to take up arms and kill, that is their business, not mine. I'll quote tenor saxophonist Lester Young "I can't go round thinking evil and all that shit. Everything is still cool with me, you know, 'cause I don't bother nobody. Things like that. Comes out nice. That's why I say 'What you do is your business. What I do is my business.'"

California Water Plans: Jerry Brown's Tunnel Proposal Sparks Controversy

FRESNO, Calif. -- California Gov. Jerry Brown is set to reignite the state's water wars when he makes the long-awaited announcement next week about plans to build a massive twin tunnel system to carry water from the Sacramento-San Joaquin River Delta to farmland and cities.

Already the $23.7 billion proposal is facing heavy criticism. Opponents say the tunnels will suck more water from the already fragile delta, further harming its fisheries, increasing costs for water users and devastating the area's agricultural-based economy by destroying water quality.

Last week, 11 members of Congress from the area sent a letter to the governor and federal Interior Secretary Ken Salazar, urging them to conduct a statewide analysis before proceeding with the plan. They questioned the thoroughness of a report done for the state that found the project's benefits outweigh the costs.

Supporters say the project is the long-overdue answer to pleas for a steady water supply to adequately supply farmers and municipalities south of the delta. They also claim the project's location actually will help the region's endangered fish species, especially the salmon and smelt.

State and federal officials acknowledge the plan has holes, but believe they will be able to address concerns as the project is built over the next 10 to 15 years.

"We decided to embrace scientific uncertainty regarding the facility's operation, water flows, habitat restoration and the response of fish," said Karla Nemeth, program manager for the plan at the California Natural Resources Agency.

Precisely how much water is diverted will depend on what is determined by the scientific studies that will accompany construction, she said.

"Ultimately what passes muster is what will work for the fish," Nemeth said.

Environmental groups said it's unacceptable to proceed with a project that has so many unanswered questions.

"We need to know upfront what the impacts of the project are and how they are going to mitigate these impacts or to actually improve conditions for fish," said Jim Metropulos, an advocate at Sierra Club California.

The delta, an inland estuary where hundreds of species live, is the hub of California's water delivery system. Both the state and federal governments run massive pumps on the south end that siphon drinking and irrigation water to more than 25 million Californians and to farms that produce half the nation's fruits and vegetables.

But the system doesn't provide all the water that's needed and state officials have for decades tried to come up with a plan to provide a better supply. Voters rejected a canal plan in 1982 and various other ideas were bandied about until the tunnel project emerged.

The broad outline for the tunnels is known, but Brown and Salazar are expected to provide greater detail when they make their announcement Wednesday.

The tunnels would siphon water using three intakes on the Sacramento River below Freeport, carry it some 60 miles underground to pumping facilities near Tracy, and then use existing canals to move it to farms in the Central Valley and cities such as Los Angeles and San Diego.

The system would be capable of diverting 67,500 gallons of water per second, a pace that would fill six Olympic-sized swimming pools every minute. The tunnels would be sized to handle even more water and the extra space would allow the water to move by force of gravity, saving on costs.

The project also includes plans for more than 100,000 acres of floodplain and tidal marsh habitat restoration. Water users would pay for the tunnels and related infrastructure, while taxpayers would finance the restoration portion. A key funding mechanism is an $11 billion water bond that will go before voters in 2014.

Balancing the needs of water users against preservation of the ecosystem is the heart of the project and the center of the controversy.

The decline of once-abundant fish species like salmon and smelt has triggered regulations to protect them, and court decisions have curtailed water deliveries in recent years. Farmers in the Central Valley say the restrictions have forced them to fallow productive land.

But Bill Jennings, an executive committee member of Restore the Delta, a coalition of farming, urban and environmental groups, said the tunnel project could make things worse for delta farmers. They now irrigate with water that is cleansed as it flows through the delta. If the tunnel project moves ahead, they will use water that has more salts and toxins that could kill or damage crops.

Recreational and commercial fisheries would be hard hit because less water will make it through the river, he said. Boating, swimming and water skiing also would suffer.

"The delta is in a biological meltdown. Taking more water won't restore an ecosystem that's already hemorrhaging from lack of flows," Jennings said. "This plan is not a path to restoration; it's a death sentence for one of the world's greatest estuaries."

But other groups said the project has merit ? if it is run as efficiently as promised.

"There's ample reason to believe that we can divert the same amount of water out of a new system with far less environmental impacts," said John Cain, director of conservation at the nonprofit American Rivers.

Taking water from the north of the delta instead of the south would greatly benefit the estuary, Cain said. In the south, where in-flows are low, pumps entrain and kill fish and their food resources.

The huge tunnel project could actually prove more beneficial to fish.

"It's the big gulp, little sip theory," he said. "A large facility would be able fill up and take a large gulp during wet periods, while taking less during dry periods."

What might be hiding in Romney's tax returns?

WASHINGTON (Reuters) - Mitt Romney tried again on Thursday to shift the campaign conversation away from his refusal to disclose more of his tax returns, raising questions about what may be in them.

While Romney accused President Barack Obama of demonizing business success by hounding the Republican challenger over the issue, tax experts were speculating about what might be in Romney's undisclosed returns.

So far he has released only his 2010 return and a draft of his 2011 return. He has pledged to release the full 2011 return when it is ready. He has also made disclosures to election officials that shed some light on his personal finances.

Formerly governor of Massachusetts, Romney co-founded private-equity firm Bain Capital, a highly successful investment house, and is one of the wealthiest individuals ever to run for the White House.

Presidential candidates are not required to disclose their tax returns, but it has become common practice. Romney's father released 12 years of returns when he ran for president in 1968.

Obama, whom Romney presumably will challenge in November, has released returns back to 2000.

DID HE PAY LOW TAXES IN 2009?

Could it be that Romney paid very little in taxes in 2009 or earlier?

Romney's tax return information released in January showed he paid a 13.9-percent effective tax rate in 2010 and expected to pay a 15.4-percent effective rate on his 2011 income.

Those rates are far below the 35-percent top tax rate for wages, chiefly because Romney gets most of his income from investment gains, which are taxed at a rate of 15 percent.

The 2008 financial crisis hammered many wealthy investors. Some tax experts speculate the crisis may have generated large capital losses for Romney that, carried forward into 2009, might have sharply reduced his tax bill for that year.

Romney campaign spokeswoman Andrea Saul said on Thursday that there has been no year in which Romney paid zero taxes.

Romney might have had other types of income in 2009 and earlier that could not be offset by capital losses, other experts said.

"The number everyone is focused on is, of course, the effective tax rate," said University of Notre Dame accounting professor Brad Badertscher.

Obama reported paying effective tax rates of about 26 percent in 2010 and about 20.5 percent in 2011.

WHAT ABOUT THAT MASSIVE IRA?

Romney's individual retirement account, or IRA, holds as much as $101 million, despite an annual contribution limit of about $6,000. How could it have gotten so large?

Some tax experts suggest its value has been bloated by stock acquired by Bain at rock-bottom prices. The IRA holds some of Romney's most lucrative investments, according to a financial disclosure form filed with election officials last August.

Pre-2010 tax returns might reveal little about the IRA, however, since personal returns only show contributions and withdrawals in a given year, and would not show, for example, the values of partnership interests.

WIFE'S SWISS BANK ACCOUNT

Ann Romney, the candidate's wife, held a trust with a $3 million bank account at UBS AG, the Swiss banking giant that in 2009 agreed to settle U.S. charges that it helped Americans evade taxes. The account was closed in 2010, the Romney campaign said.

University of Southern California Professor Edward Kleinbard wondered if the Swiss account generated income for the Romneys in ways they would rather not disclose, perhaps for instance by investing in foreign currencies against the U.S. dollar.

"Most presidential candidates don't think it appropriate to bet that the U.S. dollar will lose value by speculating in Swiss francs, which is basically the rationale offered by the trustee of Romney's 'blind' trust for opening this account," Kleinbard wrote in a Los Angeles Times opinion piece on Wednesday.

The trustee in charge of the Swiss account said it was an attempt to diversify investments.

CARRIED INTEREST

Romney earned about $13 million in income over the past two years from "carried interest," a form of earnings available to private-equity firm partners and taxed at the 15 percent investment tax rate, rather than the higher rate on ordinary income, according to the campaign.

The carried interest provision of the U.S. tax code has repeatedly been targeted for elimination by Democrats who call it unfair, but the private-equity industry has fought repeal.

WHAT ABOUT OFFSHORE INVESTMENTS?

In 2010, Romney and his family had substantial income from private equity, venture capital and other funds, according to disclosures in August to the Federal Election Commission.

Much of this income came from funds organized by Bain Capital. Some of the funds and affiliates are in tax havens such as the Cayman Islands, Bermuda and the U.S. state of Delaware.

"The so-called offshore account in the Cayman Islands, for instance, is an account established by a U.S. firm to allow foreign investors to invest in U.S. enterprises and not be subject to taxes outside of their own jurisdiction," Romney said in a recent interview in National Review magazine.

The tax returns released thus far also show investments in places such as Luxembourg and Switzerland.

No one is claiming these investments were illegal, but the use of offshore tax havens could hurt Romney in the campaign.

?We do not have the huge budgets needed to mount a national television campaign, but we have still created compelling video material about the adventures you can experience on a Crystal Cruise,? she said. ?By smart uses of the latest technology, we can take that video message and present it to our target audience off the printed page.?

Crystal clear
The Crystal Cruises ads encourage consumers to begin a new story through Crystal Cruises.

For example, the ad in the August edition of Travel + Leisure shows an image of Venice, Italy, that sets off the Aurasma app.

The text reads, ?There are as many beautiful stories as there are drops in the ocean. Begin a new story.?

There is a Aurasma call-to-action at the bottom of the ad.

Consumers can access the content in the Crystal Cruises ad by downloading the Aurasma app.

Once it is engaged, users can hold their phone over the ad and wait for it to come to life.

A short video detailing the cruise line?s new rebranding campaign, Begin a New Story, plays for the viewer (see story).

The Begin a New Story campaign is reaching consumers via watermark technology such as Aurasma in addition to a storytelling smartphone application.

?Crystal goes to great lengths to deliver the best user experience to our guests, and that does not mean just on board our ships,? Ms. Lewis said. ?All of our marketing material is designed to set us apart from our competition, and this is just another example of that.

?Aurasma allows us to deliver real engagement to potential guests from an otherwise passive print medium,? she said. ?Viewing a Crystal print ad is a more rewarding, involving experience as a result.?

Crystal clear
More ads are breaking away from QR codes in favor of watermark technology such as Aurasma.

For example, Starwood Hotels & Resorts is incorporating watermarks in print advertisements that display new content and editorial in the April issue of Saveur magazine.

Readers can access the ad?s content on their smartphones by pointing the phone?s camera at the full-page ad when the Digimarc application is loaded. The ad reveals content within the Digimarc app about Starwood?s Hawaii properties (see story).

In addition, online retailer Net-A-Porter used augmented reality-enabled print advertisements to intrigue tech-savvy shoppers when it launched its first print ads for the fall 2011 collections (see story).

Brands may be opting for augmented reality or Aurasma because the more subtle logo ? most Aurasma ads have a small ?A? logo on them that tells consumers that they can use their smartphone to scan ? is more aligned with a luxury image than a cumbersome bar code.

Moreover, Crystal Cruises found that this technology was more in-tune with its goals.

?QR codes have not really been embraced by consumers, and simply taking readers to a Web site was never our intention here,? Ms. Lewis said. ?We wanted to generate involvement among potential guests, highlighting the experiences possible on a Crystal Cruise.

?Aurasma gave us the opportunity to present readers with a virtually instant link to our compelling video material,? she said. ?Having viewed that, they then have the option of investigating further by visiting our Web site.?
