A grand jury indicted Patton Village's mayor and several city employees Friday.
Grand jurors indicted five employees and two former police officers for theft and using criminal databases to look up information about private citizens for personal use.
The city's mayor, Pamela Munoz, is under investigation and facing charges on 10 different counts ranging from abuse of official capacity to theft by a public servant.
An investigation was launched in October 2011 when officers seized several boxes of records and computers from City Hall.?
"It is a small city and it is a small city government and we've arrested a significant portion of that government and I think the citizens of Patton Village need to be aware that this is going on in their city limits," said Phil Grant, Montgomery County's first assistant district attorney.
Grant said it wasn't one case that involved all the employees, but it was multiple unrelated crimes over a several year period.
"All of these allegations revolve around misuse of official property and funds," Grant said.
Grant said investigators found a paper trail that proves Munoz took out loans using city police cars as collateral and that she used city funds to pay for services at her home.
Investigators said employees made a record of the loans as if they didn't know it was illegal.
The mayor's bond has been set at more than $200,000. If she bonds out, she could come back to work while awaiting trial.
Patton Village is located northeast of Houston in Montgomery County.
